Integrated Data Services (IDS), part of the Arlington Capital Partners portfolio, has announced the release of Comprehensive Cost and Requirement (CCaR™) v2026.2.0, which introduces CCaR™ AI Decision Advantage. This advancement embeds decision intelligence, intelligent assistance, and proactive monitoring directly into the platform used by Department of War (DOW) and Federal Civilian acquisition and financial teams. The latest version enables a shift from periodic, manual analysis to continuous, AI-enabled decision support within the system where authoritative data is created and managed. This aims to support the DOW’s efforts to modernize portfolio management and accelerate decision-making. CCaR™ v2026.2.0 delivers three integrated intelligence capabilities. CCaR™ AI Insights utilizes Generative AI to analyze requirements, budget, and execution data, producing AI-powered insights that highlight risks, opportunities, and recommended actions. CCaR™ AI Assistant automates repetitive tasks, drafts and validates inputs, and reduces manual effort across CCaR™ processes. CCaR™ Proactive Intelligence employs agentic agents to continuously monitor CCaR™ data, traverse portfolios, and identify emerging risks, anomalies, and opportunities, proactively notifying users when action is required. Tammer Olibah, CEO and President at IDS, stated, “Momentum is building across the Department of War to operationalize and standardize portfolio management, aligning policy, governance, and portfolio acquisition executive constructs.” He added, “As the DOW advances the Warfighting Acquisition System, CCaR™ enables a ‘Shift Left’ in AI, embedding intelligence at the point where data is created. This improves data quality at the source and strengthens downstream analytics, delivering portfolio-level decision advantage and AI-enabled insight.” CCaR™ AI is designed to augment acquisition and financial teams, helping to offset workforce reductions, preserve institutional knowledge, and scale analytical capacity across portfolios. By integrating AI directly into an authoritative system of record, CCaR™ seeks to reduce cognitive load, allowing users to focus more on informed, mission-critical decisions. The v2026.2.0 release also features a Data-Driven Workspace, transforming the CCaR™ homepage into an AI-Powered personalized decision environment. Users can configure analytics panels, data views, and AI-driven insights to monitor portfolio performance, manage workloads, and access relevant information in real time, all within a single workspace tailored to their role. This release builds upon CCaR™’s ongoing evolution, which includes recent advancements in portfolio prioritization and decision support. The v2026.2.0 update is intended to deliver decision intelligence at scale, improve data quality at the point of entry, and enable organizations to transition from periodic reviews to continuous, AI-enabled portfolio management. CCaR™ is currently used across the Department of War and other federal agencies to provide standardized, authoritative acquisition data for analytics, AI, and enterprise decision-making.
