Cloudflare and Coinbase Collaborate to Establish x402 Foundation for Open Internet Payment Standard

Cloudflare, Inc. (NYSE: NET), a connectivity cloud company, announced its intent to establish the x402 Foundation in collaboration with Coinbase. The initiative aims to advance the development of an open Internet standard for digital payments, simplifying the process for website owners, developers, and content creators globally.

The x402 Foundation is designed to create a new standard that will enable creators and developers to communicate payment requests and responses through an open, flexible protocol, independent of geography, currency, or specific payment method. This standardization seeks to address the Internet’s need for a simpler way to monetize APIs, model context protocols, and agents, which are identified as defining technologies for the current decade, similar to how apps and mobile defined the previous one.

While the 402 “Payment Required” HTTP response has existed for decades, its widespread adoption has been hindered by a lack of standardization. Traditional payment systems are characterized by complexity, slow processing, and limitations imposed by geography and currency, which have historically impeded the growth of micropayments. A standardized protocol for Internet-native payments would facilitate easier transactions by removing these geographical, currency, or formatting barriers.

Matthew Prince, co-founder and CEO of Cloudflare, noted, “Coinbase deserves immense credit for starting the work on the x402 protocol and we’re excited to partner with them on our shared vision for a neutral foundation. The Internet’s core protocols have always been driven by independent governance, which is why we’re proud to work with Coinbase to ensure x402 has the same path, given its likelihood to become a core protocol for agentic commerce.”

Erik Reppel, Head of Engineering for Coinbase Developer Platform, stated, “Coinbase has been exploring Internet payment standards since 2015, and the technology is finally here. Agentic commerce is a once-in-a-generation opportunity to rethink how value moves online. The x402 Foundation will help lay the groundwork to make it happen.”

The x402 Foundation’s objective is to establish a consistent, open standard for “Internet-native money.” This involves providing a uniform method for communicating payment requests and responses, allowing parties to send and receive payments regardless of their location, the currency utilized, or the payment mechanism (such as credit cards, cryptocurrency, or other methods). This standardization aims to empower individuals and organizations to monetize their online offerings easily, whether charging for API access, content access, or facilitating autonomous agent payments. Consequently, anyone receiving a 402 “payment required” response will be able to readily interpret the request.
