Qomply Appoints Former FCA Senior Associate Neil Treloar as Chief Operating Officer

Qomply, a UK-based company specializing in regulatory compliance and transaction reporting solutions for financial firms, announced the appointment of Neil Treloar, formerly a senior associate at the Financial Conduct Authority (FCA), as its new Chief Operating Officer (COO), effective September 24, 2025.

Treloar joins Qomply with a background in senior supervisory roles at the FCA, where he served as lead supervisor for wholesale brokers fixed and as a senior associate in supervision for trading venues and CRA oversight. His appointment marks the third time Qomply has brought in a former regulator from the FCA, following Sophia Fulugunya, who became director of transaction reporting in November 2023, and Dan Fletcher, appointed transaction reporting manager in June.

Prior to his tenure at the FCA, which began in September 2022, Treloar held significant positions in the financial industry. These include head of regulatory strategy at interdealer broker Compagnie Financière Tradition, chair of the European Venues and Intermediaries Association, and European head of electronic trading at JP Morgan, where he oversaw futures and options e-trading across the continent. Qomply plans to leverage Treloar’s expertise to lead growth initiatives and expand its global presence.

Founded in 2019 by managing directors Michelle Zak and Stuart Hartley, Qomply provides transaction reporting solutions that cover various regulatory frameworks, including EMIR, SFTR, and MiFIR. The company’s offerings also include the ReportAssure platform, designed to enhance transaction reporting accuracy, and QomplyDirect, a direct reporting solution.
