GiveCard, a platform designed for nonprofits and government agencies to disburse and manage funds via prepaid accounts, has announced a strategic collaboration with Visa. This partnership enables GiveCard to issue virtual and physical prepaid cards directly to recipients through various U.S. government agencies.
The collaboration aims to support the public sector’s transition to cashless operations by providing infrastructure for secure ledger transfers at scale. This includes not only prepaid debit cards but also GiveCard-powered real-time bank transfers and automated workflows designed to reduce administrative overhead. As the federal government progresses with efforts to modernize payments, including an executive order to phase out paper checks by September 30, 2025, agencies are seeking digital-first, audit-ready payment systems. The GiveCard–Visa collaboration offers a comprehensive solution that integrates GiveCard’s disbursement technology with Visa’s prepaid debit card capabilities.

GiveCard’s infrastructure features high-limit virtual and physical prepaid debit cards, alongside ACH, RTP, and FedNow bank transfers. The platform provides a full-service cardholder support system, accessible via its platform and a live interpreter network operating in over 25 languages. Agencies can also utilize no-code dashboards, APIs, and customizable workflows to automate disbursement logic, such as eligibility checks or attendance triggers, without needing to develop systems from scratch or hire additional staff.

GiveCard’s platform is designed specifically for disbursement, facilitating the transfer of funds to individuals with minimal friction, particularly for unbanked or underbanked populations. The system supports programs such as housing aid, disaster relief, and research incentives, without requiring an SSN or ID, while maintaining full Anti-Money Laundering (AML) and Bank Secrecy Act (BSA) compliance. This new collaboration will allow state and local governments, school districts, and nonprofit organizations to rapidly implement and scale digital disbursement programs utilizing Visa-backed prepaid cards and secure digital rails.
