Euna Solutions, a provider of cloud-based software for the public sector, has enhanced its Euna Payments Cashiering solution to include user fee models for in-person card transactions, allowing government agencies to recover card processing costs. This enhancement builds upon Euna Payments’ existing support for user fee models already available for kiosks and online payments, further enabling agencies to offset operational expenses across all payment channels. The introduction of user fee models comes at a time of increasing financial pressure for local governments. Shifts in federal and state funding, alongside uncertainty in traditional revenue streams like property taxes and grants, are compelling public agencies to navigate tighter budgets while maintaining vital services. The user fee models within the Cashiering offering aim to provide a proactive solution, allowing agencies to offset rising operational costs without relying on tax increases or service reductions. Mykola Konrad, Chief Product Officer at Euna Solutions, stated, “At Euna, we believe that empowering governments with flexible, transparent solutions is essential to building stronger, more resilient communities. As agencies face increasing financial uncertainty, the enablement of user fee models offers a responsible, compliant path to recoup necessary costs while continuing to deliver the services their residents depend on. This is another example of how Euna helps our customers do more with less without compromising on trust, accountability, or service.” To further support cost recovery and promote digital adoption, Euna Payments offers PayLink, a remote payment feature. This allows cashiers to send a secure, time-limited link via text or email, enabling residents to complete payments from their own devices, which can reduce agency operational costs. The user fee models permit local agencies to apply either service fees or convenience fees to in-person credit card transactions, based on legal eligibility and transaction type. These fees are designed to allow agencies to cover card processing costs without absorbing the expense or cutting services. Service Fees are applied as a percentage of the transaction during in-person payments, with cashiers receiving real-time prompts and constituents approving charges directly on the terminal for transparency and compliance. Convenience Fees are static dollar amounts added to in-person card transactions for specific services, such as utility payments. This fee is processed as a single combined transaction. The user fee model is integrated within Euna Payments Cashiering module, which provides agencies with a secure and flexible platform for managing in-person payments. Agencies maintain full control over fee configurations, benefit from real-time reporting, and achieve seamless integration with ERP systems for accurate financial reconciliation. The platform supports digital adoption through features like PayLink while accommodating multi-department, multi-tender payments at the counter. Euna’s secure network also aids agencies in reducing PCI compliance risk, thereby streamlining operations, protecting sensitive data, and strengthening overall financial management.
