Capitol AI Appoints Chester Leung as Vice President of Engineering

Capitol AI, a provider of enterprise AI platforms that convert complex information into decision-ready insights, has announced the appointment of Chester Leung as Vice President of Engineering. This strategic move aims to expand the company’s leadership as its AI tools are increasingly integrated into workflows involving sensitive information within institutions and government entities. Leung brings extensive experience in developing and deploying enterprise AI systems where privacy, governance, and risk management are fundamental requirements. Prior to joining Capitol AI, he served as Head of AI Platform at Opaque, a company he co-founded, working with clients in insurance and financial services to implement AI systems designed for secure operation with proprietary data. Shaun Modi, CEO and founder of Capitol AI, commented on the appointment, stating, “Chester brings a risk and security-first mindset that is deeply aligned with how our customers think about their data. That perspective is critical to how we design systems supporting real decisions that need to be auditable for long-term reliability.” Leung also shared his perspective, remarking, “For AI to move beyond experimentation inside large institutions, safety and governance cannot be optional. Organizations will not trust systems that treat risk as an afterthought, and Capitol AI is building an agentic platform that treats control and explainability as a first class citizen. I see a strong opportunity to help shape a platform that enables customers to confidently achieve clarity from their data.” In his new role at Capitol AI, Leung will be responsible for guiding the engineering strategy, encompassing platform architecture, safety and governance, and long-term scalability. His leadership is expected to ensure the platform continues to meet the stringent expectations of organizations requiring transparency, reproducibility, and defined boundaries for handling proprietary research and information. He holds graduate and undergraduate degrees in computer science from the University of California, Berkeley, where his research focused on secure AI systems within the RISE Lab. Leung’s appointment follows other recent strategic hires at Capitol AI, including Gabe Martin as Vice President of Partnerships and Rama Veeraragoo leading product management, reflecting the company’s ongoing expansion and commitment to scaling its platform and product offerings. Capitol AI’s enterprise platform is designed for high-stakes environments, transforming data into clear, contextual stories to support confident decision-making, while prioritizing accuracy, attribution, and transparency.
